The National Assembly for Wales has commissioned the Wales Audit
Office (WAO) to implement a revised audit review process for the
Fires & Rescue Services in Wales. (WPI-FRA). This will form
part of the Wales Programme for Improvement process.
It was anticipated
that this review would have been published in the
early part of 2006, in order to inform the performance monitoring
process for
2006/2007. Draft guidance on WPI-FRA has provided
a clear steer on the audit review process and this has enabled
the Service to
work towards full implementation, particularly
with regard to Operational Assurance and risk assessments.
The
guidance for WPI-FRA
is not ready so WAG and WAO have therefore
advised that a similar interim process to the previous year will
be undertaken.
The attached
paper provides information on
these areas and indicates the work that is being undertaken in
preparation
for the adoption
on the
WPI-FRA reporting process in
close liaison with the Wales Audit Office.
Members are asked to
note that this
item
would normally
be taken to PPR Committee
in the first instance. Since the Performance/Improvement Plan
needs
to be published
by
31st October 2006 alongside the
RRP and does not fit
into the current meeting schedule the full Authority is asked
to consider
this
item today.
