Strategic Review of the Training and Development Department

SUMMARY:

It is a duty for all Fire Authorities to seek continuous improvements to their service delivery. This is a duty to deliver services to clear standards covering both cost and quality by the most effective, efficient and economic means available.

The Director of service policy and planning has commissioned a review of the Training and Development Department to ensure that training strategy and policy objectives meets the needs of the authority. Training has to be delivered efficiently and at the least cost, commensurate with the level of quality provided. The review will also identify and consider alternative means by which the training delivery function might best be delivered.

The review will be carried out adopting the principles of Best Value. It will include applying the 4 C’s of – Challenge, Compare, Consult and Compete.

RECOMMENDATION:

  • Members are invited to note the update report attached and to make comment as they feel necessary.
  • That the attached project plan for the strategic review of the Training and Development Department be approved.
