Pembrokeshire County Command and Community Planning
What does the Fire & Rescue Service do for the people of Pembrokeshire? One way to answer the question is to refer to the ways Pembrokeshire County Command works with other organisations in Pembrokeshire to deliver the Community Plan.
The Community Plan for the County of Pembrokeshire is developed by several organisations within the County Community Partnership and Leadership Group. The plan provides a strategic guide for organisations that deliver services within Pembrokeshire for the next 5 years (2010-2015) The Community plan draws upon the Pembrokeshire Haven part of the Wales Spatial Plan. The vision for Pembrokeshire states.
“A network of strong communities supported by a robust sustainable diverse high value adding economy underpinned by the area’s unique environment, maritime access and internationally important energy and tourism opportunities”
This is how Mid & West Wales Fire & Rescue Service (MAWWFRS)and Pembrokeshire County Command deliver the elements of that Spatial Plan vision;
Support Communities
- We provide employment for full time and retained fire fighters, who spend in their community.
- We provide public safety services by responding to emergencies.
- We enforce the law that requires public buildings to be safe from fire.
- We provide community programmes that help make people’s home safer from fire (Home Fire Safety Checks) and to assist young people in their development. (Young Firefighters)
- We support the Police in combating the fire crime of arson by providing evidence to support a conviction.
Sustainable & Diverse communities
- The organisational policies and procedures ensure that we can deliver sustainable services in terms of cost efficiency, business continuity, environmental protection and corporate health. (ensuring that the staff are healthy for work)
- We value diversity in society and work towards reflecting the community in our workforce. Recruitment and employment policies support this ambition.
Environmental Protection
- Our operational response in partnership with Dwr Cymru ensures sensible water use at fires.
- Our operational response in partnership with the Environment Agency provides an Environment Protection Unit form Pembroke Dock to manage and control pollution from fire run off water, as well as dealing with pollution incidents in collaboration with Braemar Howells.
- We are a member of the pan European project ARCOPOL to develop and test procedures to deal with marine pollution incidents.
Marine Access
- We have an operational response to the low tide mark and can rescue persons using inshore boats and mud mats. For serious offshore incidents Pembrokeshire Command provides the bulk of the MAWWFRS Marine Incident Response Group that links coastal Fire Services into a national network of fire crews to fly to ships in distress.
Energy Sector
- We have prepared detailed operational response plans for the 5 petrochemical sites in Pembrokeshire. The plans are prepared in partnership with the 5 COMAH sites and the Emergency Planning section of Pembrokeshire County Council. All on site and off site plans are tested frequently by exercise and training programmes.
Tourism
- We have partnership arrangements with the Pembrokeshire National Park and Countryside Commission for Wales to reduce the risk and impact of wildfires. These provide information to landowners on how to burn stubble and grassland safely and within the law.
Road Safety
- We work with the road safety partnership to deliver road safety education programmes to young people who are at high risk of having a serious road accident. Our operational response to road accidents now provides hydraulic cutting equipment on all the fire engines in Pembrokeshire to quickly release people trapped in vehicles so that they can quickly receive medical treatment.
