Swansea County Command

Introduction from the Head of Swansea, Command Richard Webborn

Over the past twenty years, Swansea has been transformed into a desirable location for residents, visitors and developers. This continues today with imaginative partnerships between private and public sectors, reflecting a long term commitment to the local economy. Development schemes planned to take place over the next decade will be some of the most important in Swansea's history - establishing conditions which are essential for the growth and future prosperity of the local community and companies that invest in the area. Swansea Fire Command covers the Unitary Authority area of the City and County of Swansea, and consists of three wholetime stations (Swansea Central, Swansea West and Morriston [which also has a retained complement]) and three retained stations (Reynoldston, Pontardulais, Gorseinon).

The Command is managed from Morriston Headquarters, a facility shared with Community Risk Reduction and the Training and Development Departments.

The six fire stations deal with approximately 6,500 emergency incidents per year and as a command we are currently attempting to reduce the number of incidents attended with the associated reduction in the number of injuries and deaths arising from these calls.

To assist in this process the Command has become a partner in the Community Safety Partnership entitled Safer Swansea. The Partnership has a large, open membership - any organisation that feels it has a part to play in the reduction of crime and disorder is eligible for membership. As a result, the quarterly meetings are convened in a "seminar" style. Presentations to update members on significant developments locally or nationally are followed by smaller workshop groups, within which implementation issues are discussed. A report back, including "next steps" concludes the meeting.

The Steering Group meets monthly to ensure progress, and to deal with issues of co-ordination between the different multi-agency partnerships which contribute to achievement of the Action Plan. The Steering Group comprises of the Director of Environment and Health, South Wales Police, National Probation Service, Mid and West Wales Fire and Rescue Service, Local Health Group, Local Action Team on Alchohol and Substance Misuse, Swansea Bay Racial Equality Council, City and County of Swansea Housing Department, Community Safety and the Youth Offending Team.

The Partnership reports to a Strategy Group of Chief Executives and Chief Officers of the City and County Council, Probation Service, Health Authority and Police. Recent initiatives have shown improvement in a 20% reduction of the number of stolen vehicles that are subsequently deliberately set alight. Also the Brigade has also assisted in promoting positive behaviour to Young Offenders by involving them in high intensive structured courses within the workplace.

Legislative Fire Safety continues to be a core function of the Command and the Fire Safety team handles approximately 4,000 fire safety enquiries and inspections per year.
